Role: Project Manager – AAB Electronic System Implementation
Location: Remote with potential onsite engagements in San Mateo, CA
Duration: 18 months (with an option to extend for 12 additional months)
Overview: The Client is seeking a highly experienced Project Manager to lead the implementation of a new online electronic system for the Assessment Appeals Board (AAB). The selected candidate will oversee planning, configuration, data migration, testing, integration, training, and go-live activities in close coordination with the software vendor, AST (a Salesforce-based platform), and various Client departments. The goal of the project is to digitize the currently manual, paper-based appeals process and integrate it with related Client systems, such as the Assessor Processing Assessment System (APAS) and payment platforms.
Key Responsibilities:
- Lead and manage all phases of the AAB system implementation project
- Coordinate with the software vendor (AST) and internal stakeholders
- Develop and maintain a comprehensive project plan with rolling 90-day updates
- Manage project scope, schedule, budget, and deliverables
- Ensure integration with APAS and other County systems is accurate and seamless
- Review and approve vendor deliverables, staffing changes, and invoices
- Oversee business process documentation, user testing, training, and change management
- Conduct post-implementation review and provide recommendations
- Track issues and risks, and implement mitigation strategies
- Prepare and maintain project documentation, dashboards, and regular status reports
Must-Have Skills and Qualifications:
- Project Management Experience
- Minimum of five (5) years managing IT system implementations, preferably in the public sector
- Proficient in IT project management methodologies and best practices
- Platform and Vendor Experience
- Experience working with Salesforce-based platforms (AST experience preferred)
- Knowledge of system integration with third-party applications such as payment processing and data-sharing systems like APAS
- Leadership and Communication
- Proven ability to lead cross-functional teams
- Strong stakeholder engagement and vendor management skills
- Effective communication and facilitation across technical and non-technical teams
- Technical Skills
- Familiarity with data conversion, system configuration, integration testing, and change management
- Understanding of electronic form processing, workflows, and user interface considerations
- Certifications (Preferred)
- PMP or equivalent Project Management certification
- Reporting and Documentation
- Skilled in producing status reports, risk logs, testing documentation, and decision papers
