Role: CalSAWS Subject Matter Expert (SME) – Training & Advisory Support
Location: Oakland, CA (Onsite)
Duration: 2 to 3 Months
Pay Rate: $60 to $70
Overview: We are seeking an experienced CalSAWS Subject Matter Expert (SME) to provide structured training, operational guidance, and post-implementation support for the Alameda County Social Services Agency (ACSSA). The selected SME will facilitate knowledge transfer, workforce upskilling, and align operational business processes with CalSAWS functionality within an all-aids eligibility programs induction training environment”. This engagement will focus on strengthening system proficiency, building staff competency, and supporting operational stability.
Scope of Work – The CalSAWS SME will:
- Conduct business needs assessment sessions
- Identify training gaps and system knowledge deficiencies
- Develop and deliver structured training (in-person)
- Provide subject matter advisory support on system navigation, eligibility workflows, and reporting
- Assist with documentation of business procedures and system usage guidelines
- Support issue resolution and stabilization efforts
- Provide short-term office hours for post-training support
Required Expertise:
- Hands-on CalSAWS production system experience (post-conversion preferred)
- Strong working knowledge of one or more eligibility programs:
- CalWORKs (Including Welfare-to-Work information as it pertains to an Eligibility Worker’s role)
- Refugee Cash Assistance
- CalFresh (Including opting into the CalFresh Employment and Training program as it pertains to the Eligibility Worker’s role.)
- Medi-Cal
- General Assistance/General Relief
- Foster Care
Experience with:
- Eligibility determination workflows
- Case lifecycle management
- Inter-county transfers
- Time-on-aid validation
- Exemption logic
- Experience delivering structured training in a county or public sector environment
Preferred Background:
- Prior involvement in CalSAWS implementation or stabilization efforts
- Experience through Deloitte, Accenture, or other CalSAWS system integrators
- Familiarity with legacy system conversion environments (CalWIN)
Training Audience & Volume:
- The SME will support training for:
- Eligibility Services Technicians
- Estimated volume: 50–250 staff, potentially across multiple locations
Objective:
- The goal of this engagement is to:
- Improve system proficiency across operational staff
- Reduce functional escalations
- Align business processes and workflows with CalSAWS best practices
- Strengthen post-implementation stabilization
