Role: Information Systems Manager
Duration: 6 months (possible extension)
Location: Oakland, CA (Hybrid: 3 days onsite)
Pay Rate: $65 to $75
Overview: We are seeking a hands-on Information Systems Manager to lead and modernize mission-critical systems for Alameda County Environmental Health. This is a player-coach role, combining technical depth with team leadership, focused on delivering high-impact system initiatives while guiding a small technical team. This is not a project management role. The ideal candidate will actively contribute to technical problem-solving while mentoring staff and driving system improvements.
Key Responsibilities:
Technical Leadership (Hands-on)
- Provide technical guidance and support across systems including Hedgehog, SQL, and Informatica
- Review and guide development of SQL queries, ETL processes, and reporting solutions
- Step in to troubleshoot and resolve complex technical issues when needed
- Ensure system performance, reliability, data integrity, and security compliance
System Modernization & Delivery
- Lead Hedgehog implementation as the top priority initiative
- Drive Jira migration (Smartsheet → Jira) for case management and workflows
- Design and implement:
- Jira project structures
- Workflow automation and standardization
- Portfolio dashboards and reporting automation
- Integrate Jira with Hedgehog, ODS, and analytics platforms
Team Leadership
- Manage and mentor a team of 3 technical analysts
- Act as a technical coach, supporting skill development and delivery quality
- Foster accountability, collaboration, and consistent execution
Data & Systems Management
- Oversee SQL databases, ETL pipelines, and reporting tools (Crystal Reports, Informatica)
- Ensure strong data governance, security, and compliance standards
- Support analytics and reporting for operational and regulatory needs
Stakeholder Collaboration
- Partner with County IT, program leaders, and vendors
- Translate business needs into scalable technical solutions
- Lead system enhancements, integrations, and continuous improvements
Required Qualifications:
Experience
- 5+ years of hands-on information systems experience (SQL, ETL, applications)
- 5+ years of leading and managing technical teams
- Proven experience in enterprise systems support, integration, and modernization
Technical Expertise
- Strong working knowledge of:
- SQL, database design, and performance tuning
- ETL tools (Informatica or similar)
- Reporting tools (e.g., Crystal Reports)
- Experience with Hedgehog or similar systems (Envision Connect preferred)
- Experience with Jira implementation and workflow automation
- Understanding of system integrations, APIs, and data pipelines
- Familiarity with automation and AI-assisted tools
Nice to Have
- Public sector or regulatory environment experience
- Experience with data governance and cybersecurity practices
- Background in system modernization or platform migrations
