Role: IT Procurement Specialist
Location: Oakland, CA (3 days onsite mandatory)
Duration: 6 months Contract to Hire
Pay Rate: $35 to $40
Overview: The Client is seeking an IT Technology Procurement Specialist to support the procurement of technology products and services. This role will assist in evaluating vendors, ensuring cost-effectiveness, and aligning acquisitions with strategic goals. The ideal candidate will have strong knowledge of the technology market, trends, and products, combined with analytical, administrative, and communication skills.
Key Responsibilities:
- Monitor technology industry trends and innovations to support specification development.
- Conduct technology-focused studies, gather and analyze data, evaluate alternatives, prepare reports, and make recommendations for Executive Leadership.
- Research and evaluate technology options to support countywide IT needs.
- Assess and recommend best-value products and services for Client stakeholders.
- Develop and maintain vendor and supplier relationships as well as internal stakeholder collaboration.
- Ensure compliance with Client purchasing policies, procedures, and applicable regulations.
- Utilize procurement systems (e.g., Ivanti, ProSys, Filenet) to track and ensure timely delivery of technology services and products.
- Facilitate the Technology Acquisition Request (TAR) process and follow internal approval workflows.
- Manage the full acquisition lifecycle for all purchased items and services.
- Identify and escalate potential procurement issues as necessary.

- Knowledge of:
- Public-sector purchasing principles, practices, and methods.
- IT hardware, software, and emerging technologies.
- Technology acquisition practices and industry trends.
- Policies, laws, and regulations applicable to technology procurement.
- Financial and contract record-keeping.
- Applied mathematics in purchasing and cost analysis.

Minimum Qualifications
- Equivalent to three (3) years of full-time professional purchasing experience, including:
- Managing the full acquisition lifecycle.
- Developing and preparing contracts, specifications, and cost analysis.
- Preferred: Experience with IT hardware and software procurement.
